To circulate fluid in a large flow rate, while avoiding a device from becoming larger in a diameter as a whole.
A constantly-closed type cutoff valve 6 includes a valve housing 136 provided with a first inlet/outlet port 140a and a second inlet/outlet port 140b, and a first valve mechanism 148a and a second valve mechanism 148b that communicates the first inlet/outlet port 140a and the second inlet/outlet port 140b, or cuts off the communication. The first inlet/outlet port is provided at an end portion 138 of the valve housing 136 facing a branch hydraulic pressure path 9e extending to a stroke simulator 2, and the second inlet/outlet port 140b is provided at an intermediate portion of valve housing 136 facing the branch hydraulic pressure path 9e extending to the constantly-closed type cutoff valve 6.
