Prediction means 24b predicts an amount of power required for a next operation of a vehicle 10. History data stored in storage means 24a is used for the prediction. Weather information and traffic information provided from an information server 40 are also used for the prediction. A user of the vehicle 10 can correct the prediction by operating an input/output device 25. Determination means 24c determines whether charge to a battery 12 is required or not. When charge is not required, the determination means 24c prohibits charge even when a charge cable 13 is connected. Thereby, increase in the number of charge is prevented. In addition, even when charging, a charge pattern is set so as to extend a life of the battery 12. Furthermore, the battery 12 is charged up to a target charge rate which is set according to the required amount of power. As a result, the life of the battery 12 is extended.
