The security function is strengthened by performing communication by using a different enciphering method and a different enciphering key by performing bidirectional communication by using a first cipher communication part for transmitting cipher data to the slave machine from the master machine and a second cipher communication part for transmitting the cipher data to the master machine from the slave machine. The key and a parameter are used for mutual cipher communication parts, and are updated at any time, and these are not set constant.
