To provide a vehicle control device, a vehicle control method, and a vehicle control system that enable backward turning to be performed with the same feeling as in a single vehicle while simplifying an operation when a vehicle towing a trailer is moved backward, and improve short-turning performance by making a turning radius small.SOLUTION: A vehicle control device that is a vehicle control device of a vehicle for towing a trailer acquires information on a connection angle at a connection part between the vehicle and the trailer when the vehicle transitions to a backward movement, and outputs a rear wheel steering angle command for causing the connection angle to be maintained to a rear wheel steering device for controlling a steering angle of rear wheels of the vehicle when the vehicle is moved backward.SELECTED DRAWING: Figure 4
