To provide a vehicle controller and a vehicle having the same, capable of restraining trouble caused by selecting a desired running mode when starting the vehicle.
In registers 48a and 48b, the time periods of economy mode selection states and normal mode selection states are accumulated, respectively. Namely, in the selected period of corresponding modes, counts are added at a predetermined period. When an ignition off command IGOFF is issued, the respective count values stored in the registers 48a, 48b are transferred to a memory section 2a and stored. Next, when an ignition on command IGON is issued, each register value stored in the memory section 2a is transferred to a decision section 54. Based on the above register value, the decision section 54 decides which mode is to be selected as an initial running mode.
