The shading mechanism 15 to shade a part of reflection light from a reflector 13 is provided with two sheets of shades 20, 25 which are installed along a nearly vertical plane to an optical axis Ax in the vicinity of the lower part of the optical axis Ax and have different shape to form a cut-off line, a first plate 32 in which a plurality of first connecting pins to be connected rotatably respectively to the first connecting parts of each shade 20, 25 are installed and which rotates centered on a rotation center line Bx parallel to the optical axis Ax, a rotating motor 30 which rotation drives the first plate 32, and a second plate 36 in which a plurality of second connecting pins to be connected rotatably respectively to the second connecting parts of each shade 20, 25 are installed and which rotates centered on a rotating center line Cx parallel to the rotation center line Bx of the first plate 32.
