A counter vehicle B has a camera, a GPS device or the like to detect the position of the subject vehicle. A forward image during the traveling is picked up by the camera, a traveling locus of the subject vehicle is acquired based on the result of detection by the GPS device, and the picked-up image and the traveling locus are transmitted toward a target vehicle A traveling on a road included in a communicable range as traveling condition information. The target vehicle A receives the transmitted traveling condition information, and records it in a hard disk device together with similar information acquired by the subject car. When an accident occurs, the recorded traveling condition information is read.
