PURPOSE: To offer a multi-purpose utilization and a quick vehicle service in a wider range by executing non-contact communication to a communication means of an information storage medium installed in a vehicle, when the vehicle passes through a prescribed place.

CONSTITUTION: An inlet side terminal equipment 25 executes non-contact communication to an information storage medium 1 of a vehicle 22 which is approaching. Subsequently, read-out or write of information to the information memory medium 1 is executed, and also, an opening/closing control of an inlet side gate 24, etc., are executed. For instance, this system is constituted of a control part 31 such as a CPU for executing an overall control, a transmission/ reception part 32 for transmitting/receiving non-contact information to/from the information memory medium 1, a start point information generating part 33 for generating start point information, a memory part 34 for storing the information, a CRT display device 35 for displaying and outputting the information, a keyboard 36 for inputting the information, a printer 37 for printing out the information, etc., in the memory part 34, a display part 38 for bringing whether gate passing is allowed or not, etc., to guidance display, a gate control part 39 for bringing the inlet side gate 24 to opening/closing control, etc.
