The vehicle operation management system includes: an operation data detection unit 11 for detecting operation data that includes at least speed, position information, and a steering angle; a vehicle side data communication unit 32 for transmitting the detected operation data to a base station; a base station side data communication unit 41 for receiving the transmitted operation data; an operation history analysis unit 52 for analyzing operation history of a vehicle on the basis of the received operation data; a driving behavior selection unit 53 for selecting driving behavior for which a driver should be alerted from the analyzed operation history; and an information provision device for providing the selected driving behavior to the driver in the vehicle.
