The steering wheel 7 is formed so that the distal end is slightly wider than the base part, a closed shape is formed with rounded corners, and the engine 1, the fuel tank 2, the driving transmission mechanism 3 are positioned so as to be enveloped in a space, and they are set on the outside. The steering wheel 7 is movable in the longitudinal direction relative to the base part and fixed at two portions of the folding up position and the operation position.
