A rear wheel cover 115 is supported to the rear wheel 110 in such a way as can be relatively displaced, and the rear cover 115 is relatively rotated to the rear wheel 110 by rotating the rear wheel 110 upward. As a result, the area of the rear wheel 110 positioned sideways of the seated person is covered with the rear wheel cover 115.
