To provide a vehicle sharing system preventing a person except for the owner of an electronic key from illegally using the key owing to change of key information for operating a vehicle after identifying an individual.

A password master storing part 2 stores the ID of a user and individual identification data of the user corresponding to this ID. A using customer terminal reads data on the ID from an IC card CD held up over a reading part by means of a CARD-ID reading mechanism 9.
