Vehicle speed control is performed by detecting or presuming a gradient of a road surface in which the own vehicle exists, setting the target vehicle speed when starting from a stop holding state by braking force control according to the elapsed time from the gradient and starting or the elapsed time from driver's gas pedal operation, and controlling a driving device and braking device such as power source to become the target vehicle speed when starting. The target vehicle speed may be set to the speed just required to suppress acceleration by self-weight when starting from the stop holding state on a down slope road.
