A control part 11 is provided with a means for positioning the vehicle at the time of receiving an input of a theft monitoring start command, and storing the position in a memory part 14 as monitoring start position information, a means for forcedly stopping an engine in operation when the operation of the engine is detected after the receipt of the input of the start command, and locking the engine, door, and window, and a means for including an image photographed by a first video camera 16 photographing the vehicle inside in theft notification information together with the monitoring start position information, and transmitting it to a theft handling server 20. Furthermore, it is provided with a means for positioning the present position of the vehicle at constant time intervals, and comparing whether the position is the same as the monitoring start position or not, and a means for locking the engine, door, and window if it is not the same and there is no operation of the engine, and a means for including an image photographed by a second video camera 17 photographing a scene in front of the vehicle in theft notification information together with the present position information of the vehicle, and transmitting it to the theft handling server 20.
