PURPOSE: To provide a vehicle turning and moving device capable of turning a vehicle in a narrow space, easy in parking and direction change, simple in constitution, and easy in addition to or integration with an existing automobile.

CONSTITUTION: This vehicle turning and moving device R is provided with an elevating/lowering unit 2 and a turning mechanism 4. The elevating/lowering unit 2 is provided on a bottom portion of a vehicle 1, and elevates/lowers the vehicle 1 between the grounded condition where its wheels 1b are brought into contact with a road surface and the elevated condition where the wheels are elevated from the road surface by a specified distance. The turning mechanism 4 is provided on the bottom portion of the vehicle and provided with a rotary part 60 and a rotation drive part. The rotary part 60 is provided in a relatively rotating manner in a plane substantially parallel to the road surface with respect to the vehicle 1, the elevating/lowering unit 2 is mounted on itself, and in a condition where the elevating/lowering unit 2 is brought into contact with the road surface, the rotary part is kept in a non-rotating manner to the road surface. The rotation drive part relatively rotates the vehicle 1 to the rotary part 60.
