A rotary shaft 93 to be connected to a handle lock is provided to displace a handle lock of a vehicle to a locking position and an unlocking position. An operation knob 92 comprises a cylindrical part and an operation part which are turnably fitted to each other along the outer circumference of the rotary shaft 93. The rotary shaft 93 is engaged with a locking claw 33 when the operation knob 92 is at a predetermined locking position to regulate the turn of the turning shaft. The locking claw 33 responds to a releasing signal from the outside, and is released by a solenoid 16. A click ball 95 which is a torque limiter mechanism connects the operation knob 92 and the rotary shaft 93, and when the rotary shaft 93 is forcibly turned, the operation knob 92 is turned in an idling manner.
