Vessel information collection devices for periodically detecting and storing the vessel information such as wave heights are mounted in vessels 1a and 1b, the vessel information stored by the vessel information collection devices is transmitted to a server device 40 installed in a service providing company 4 on land by radio communication, and the server device 40 transmits the vessel information to vessel simulators 50 installed in shipbuilders 5a and 5b via a network 9. The vessel simulators 50 are capable of transmitting information collection transmission requests for requesting collections and transmissions of the vessel information to the vessel information collection devices via the server device 40, and the vessel information collection devices having received the information collection transmission requests detect the vessel information and transmit the detected vessel information to the vessel simulators 50 via the server device 40.
