A small diameter portion 20 is formed at the front end in an axial direction S of the outer cylinder 14 where a flange portion 14B is not constructed. Before pressed into the bracket 12, the small diameter portion 20 has an outer diameter of constant D1. On the side of the flange portion 14B beyond the small diameter portion 20 of the outer cylinder 14, a large diameter portion 24 is formed ranging over the flange portion 14B. Before pressed into the bracket 12, the large diameter portion 24 has an outer diameter of D2. An intermediate portion 22 is formed between the small diameter portion 20 and the large diameter portion 24. A rising face 22A on the outer periphery of the intermediate portion 22 is taper-shaped with its diameter gradually larger as tending from the side of the small diameter portion 20 to the side of the large diameter portion 24. A step is constructed between a small diameter face 20A and the rising face 22A.
