PROBLEM TO BE SOLVED: To provide a vibration control oil damper and a building having this vibration control oil damper, capable of avoiding inconvenience of damaging a frame by vibration control operation.SOLUTION: When a piston 4 moves in the approaching direction to a piston origin position, oil 2 in a cylinder chamber 5 is passed into a damping flow passage 8, and damping force is imparted by an orifice mechanism 9, and when the piston moves in the receding direction from the piston origin position, an opening part on the piston origin position side of a release flow passage 11 is continuously blocked up by the piston up to reaching a damping force conversion position, and the oil in the cylinder chamber is passed into the damping flow passage, and the damping force is imparted by the orifice mechanism, and when going over the damping force conversion position, blocking-up of the opening part on the piston origin position side of the release flow passage by the piston is released, and the damping force is weakened by making the oil flow out of the opening part on the piston origin position side of the release flow passage, and before the piston reaches a maximum amplitude position movable by the action of external force, the damping force is set to zero.
