CONSTITUTION: A rigid material 1 connects a structure A and a rigid material 3 as a lever at a rigid contact (a) and rotatory fulcra (c), a rigid material 2 ties a structure B and the rigid material 3 at a rigid contact (b) and roller fulcra (d), and a damper 4 binds the rigid material 1 and the rigid material 3 at a rigid contact (f) and roller fulcra (e). When the ratio of size from the points (c) to the points (d) to size from the points (c) to the points (e), an arm ratio, is set in 1:λ, input displacement in the damper width direction to a vibration damping and amplifying device C and the displacement of the fulcra (d) of the lever reach 1/√21/2 times when relative displacement by an earthquake, etc., is generated between the structures A, B and the horizontal displacement s=1 of the rigid contact (b) is generated in the Y axial direction.
