Abstract:

PROBLEM TO BE SOLVED: To obtain the video data divider that keeps an information quantity of a data series after layer separation almost constant.
SOLUTION: A 1st zigzag scan coder 11 obtains a total information amount (c) produced in frames and provides an output of it to a parameter decision device 12. The parameter decision device 12 takes difference between an object information amount ((n+1)B) and a preceding produced information amount (Σbi) of high order coefficients to obtain high frequency component generating information amount (yn) of the frame and to obtain a division point (xm) for low and high frequency components by using the total information amount (c) as a parameter so that at least one of the data amount of the low frequency component and the high frequency component after division is the high frequency component generating information amount (yn). A 2nd zigzag scanning coder 13 divides the data at the division point (xn) into the low and high frequency components, and they are respectively fed to a base layer packet processing unit 14 and an expanded layer packet processing unit 15.
