To make recording of a digital broadcast program possible, and improve user's convenience.

The system includes: a video memory management device 120 which memorizes and manages program video data broadcasted by a broadcast station 130; and a video recording device 110 which performs recording of the video data of the broadcasted program. The video recording device 110 comprises a means to perform a recording request of a specified program to the video memory management device 120 before broadcasting of the program, and notifies information showing a position of the video recording device 110 at a time of the recording request to the video memory management device 120. The video memory management device 120 comprises a means to supply the program video data if the recording request is made before the broadcasting of the program, and it is authenticated that the position of the video recording device 110 upon the recording request is in a broadcast area.
