Abstract:

To solve the problem in which, since motion compensated prediction is performed with prepared shape patterns in conventional video encoding/decoding, an optimum shape pattern cannot be selected, so that improvement of encoding efficiency is limited.

A provisional region division unit 101 divides an encoding target block into plural provisional regions with a predetermined provisional boundary. A motion vector detection unit 102 detects motion vectors for the respective provisional regions. An actual region division/motion compensation unit 103 generates plural prediction blocks corresponding to the encoding target block from a reference image by using the motion vectors of the respective provisional regions, determines an actual boundary based on at least one of activities of the plural prediction blocks and an adjacent region evaluation value obtained by evaluating an encoded region adjacent to the encoding target block, and when combining, between the respective prediction blocks, regions obtained by dividing the respective prediction blocks with the actual boundary, by making the respective prediction blocks overlap each other in a peripheral region of the actual boundary and performing weighting addition of the respective prediction blocks with a predetermined ratio, generates a composite prediction block.
