To provide a new video image coding technique enabling to adaptively select a macroblock mode without executing coding in both a frame macroblock mode and a field macroblock mode.
This apparatus is provided with a first calculating means for generating a frame macroblock from a processing target region in dividing video data of an interlaced structure into macroblocks and compressing the data, and calculating a value indicating the size of movement of the video data on the basis of the video data thereof; a second calculating means for generating a field macroblock from the processing target region, and calculating a value to be used as a comparing value of the value calculated by the first calculating means on the basis of the video data thereof; and a means for comparing the values generated by the first and second calculating means, and deciding which macroblock is used to code the video data of the processing target region on the basis of a result of comparison.
