PURPOSE: To prevent the video disturbance due to the outrun or being outrun, by eliminating the phase difference of the color component signal of the video signal to the adjacent frame for storage and then securing a coincidence to the phase of the reference signal at the reading time.

CONSTITUTION: The 1st video signal converted through the A/D converting part 11 is isolated at the Y/C isolating part 12 into the luminance component Y signal and the color component C signal each. The C signal is converted at the phase converting part 14 to cause no phase difference to the adjacent frame and then stored in the memory part 13. The C signal is then converted during the reading and at the phase converting part 20 in order to secure a coincidence with the phase of the reference signal VBS which has no phase relation with the 1st video signal to be supplied to the Y/C compounding part 19. Then the 2nd video signal is delivered via the D/A converting part 21. In such way, the disturbance of the picture image due to the outrun or being outrun can be prevented.
