In a super resolution process frame generation unit 11, a motion vector generation unit 112 generates motion vector data on the basis of a displacement less than a pitch of a pixel between an original frame and a next frame. An abnormality detection unit 114 detects an abnormal motion vector by analyzing the motion vector, and outputs an abnormality detection signal. A synthesized frame generation unit 113 applies the super resolution process by reflecting the motion vector to the original frame to generate the synthesized frame whose resolution is higher than that of the original frame. On a part of video where any abnormal motion vector is not detected, the synthesized frame data is selected and output. On a part of the video where an abnormal motion vector is detected, video data to which the super resolution process is not applied is output.
