To obtain a video recorder and a video reproducing device that can easily cope with high efficiency coding, decoding, recording, reproduction with a compression rate different from a substantial specification without applying much revision to a basic compression processing and a basic recording/ reproduction processing and that also are capable of high speed reproduction.
Three of macro block coded data consisting of 6 DCT blocks are written in a SYNC block of a group A and the remaining three data are written in a SYNC block of a group B. The SYNC blocks of the groups A, B are placed closely on a medium at the same time. In this case, low frequency data of the 6 DTC blocks are written in the SYNC block of the group A and high frequency data of the 6 DTC blocks are written in the SYNC block of the group B respectively. Idle areas are filled in with overflowed high frequency data respectively independently between the SYNC blocks of the groups A, B and the same processing as the fill-in processing of usual compression is used without any modification.
