PURPOSE: To transfer a horizontal CCD transfer signal without providing the horizontal CCD transfer signal with a high-speed transfer part, and to suppress a bad influence exerted upon a video signal by removing the signal of an useless picture element area unnecessary for video display from the video signal by memory control.

CONSTITUTION: A memory drive control signal is the signal formed in a memory control circuit 11 in accordance with a horizontal correction signal Δh generated by a hand shake detection circuit 22. Since an useless picture element signal arranged at both ends of an effective picture element signal is an unnecessary signal in view of displaying a video, the memory drive control signal is outputs a OFF signal during the period of the useless picture element signal. Then, when the memory drive control signal is an ON signal, the memory control circuit 11 writes a horizontal video signal HS1 in a line memory 14. Accordingly, the memory control circuit 11 starts to write from the head of a effective picture element signal in the line memory 14 without writing the useless picture element signal in the line memory 14. Then, the horizontal video corrected signal HS2 is the converted signal of the effective picture element signal, and the useless picture element signal is removed from it.
