Abstract:
PROBLEM TO BE SOLVED: To suppress reduction in video storage time accompanying protection of important video.SOLUTION: Encoding units 24A, 24B encode video data sequentially input from a video imaging unit 12. An encoder control unit 34 makes the encoded video data be cyclically overwritten and stored in a storage unit 30; and makes the encoding units 24A, 24B change their encoding rates for encoding to an encoding rate calculated on the basis of preset storage time for video data and residual capacity obtained by subtracting capacity of video data incapable of being overwritten, which is excluded from an overwritten object, from storage capacity of the storage unit 30, when the video data incapable of being overwritten is stored in the storage unit 30.
