An encoding control parameter P outputted from an encoding control parameter setting part 10 at a video voice reception side is made into a cell in an ATM interface transmitting part 7 and transmitted to an ATM interface receiving part 4 at a video and voice transmission side with an ATM network 5. The ATM interface receiving part 4 separates only the encoding control parameter P and outputs it to an encoding control part 2. The encoding control part 2 constitutes an encoding control signal CNT based on the encoding control parameter P and encoding data generation information quantity BOC from a compression encoding part 1. The encoding control part 2 encoding- controls the compression encoding part 1 so as to execute compression encoding which satisfies the quality of the voice signal and the video signal, which is required at the video and voice reception side by the constituted encoding control signal CNT.
