In the case that the voice communication terminal for communicating an encoded digital voice signal stores a received encoded digital voice signal to a storage section 9 and outputs the signal to an external device via an external interface 10, the voice communication terminal performs a series of processes of once decoding the received encoded digital voice signal, adjusting the amplitude to be a value suitable for the external device and then encoding again the signal, stores the encoded digital voice signal obtained thereby to the storage section 9 and outputs the signal to the external device via the external interface 10, and uses a voice CODEC 3 for encoding and decoding the voice signal at a speech to perform a series of the processes.
