The voice message output device includes: various sensors for detecting a vehicle state, such as a seat rotation sensor 113; a speaker 131 that outputs a voice message corresponding to the vehicle state detected by the sensors; a general controller 121 that executes output control of the voice message to be emitted from the speaker, to limit output of the voice message when the horn button is pressed.
