A voltage converter 10 includes: a high voltage battery 8; a transformer 16 that transforms a voltage of the high voltage battery 8; a first switching circuit 18 disposed in series with a primary side coil 12 of the transformer 16; a fuse 20 that cut offs a route between the high voltage battery 8 and the primary side coil 12 when a current value flowing in the route exceeds a cut-off threshold value; a control circuit 32 for determining whether or not a short-circuit fault occurs in the first switching circuit 18 when the fuse 20 cuts off the route; and a second switching circuit 22 disposed in parallel with the fuse 20 and operating at a predetermined duty ratio when the occurrence of the short-circuit fault is determined by the control circuit 32.
