The washing brush for cleaning dust and the like sticking onto a surface to be washed or for grinding or deburring a steel plate or the like comprises a core body, a bonding layer, a rotary shaft, a base and the brush piece. The core body is made of natural fibers or synthetic fibers. The base has an approximately U-shape section and is formed into a spiral state by a method where torsion is applied to the outer periphery of the rotary shaft around the shaft. The bonding layer is formed in such a manner that at least the inside of the base is filled with a bonding agent. The brush piece in a folded state is pinched by the base and the core body and bonded and formed by the bonding agent.
