This washing device supplies a stock solution, such as a physiological salt solution, to an electrolytic cell via a feed water pipe 7 by a chemical pump 2 from a raw water tank 1 storing this solution. Electrolytic voltage, electrolytic current and the flow rate of the stock solution are controlled by a controller 10. The anode water collected from a feed water pipe 6 introduced from an anode chamber in contact with an anode 4 by adequately controlling properties, such as pH, ORP and osmotic pressure, or the liquid prepared by using the same is used as the washing water.
