A washing water generating system 10 includes: a raw liquid transfer portion 20 for continuously and quantitatively transferring a raw liquid; an ozone gas generating portion 30 for generating ozone gas containing ozone; a gas-liquid mixing portion 40 for mixing the ozone gas with the raw liquid to generate gas-liquid mixed water; and a gas-liquid separating portion 50 for separating the gas-liquid mixed water into waste gas undissolved in the raw liquid and washing water where the ozone is dissolved in the raw liquid to store. The washing water stored in the gas-liquid separating portion 50 is discharged by the pressure of the waste gas.
