To improve the thermal efficiency of a recovering and treating device by providing the device with a heating means for heating waste org. solvent in heating evaporation vessel and a cooling means for cooling evaporated vapor, and cooling the cooling means by the heat-absorbing section of a heat pump circuit while heating the heating means by the heat radiation section of the heat pump circuit.
At the time of the recovery treatment of the waste org. solvent 5 used for washing a spray gun 54 for painting, the waste org. solvent 5 in transferred from a storage vessel 51 to the first heating evaporation vessel 21 where the waste org. solvent is heated by the heat radiation section 11 to generate the vapor of the org. solvent. Next, the concnd. waste org. solvent 2 is sent into a bag 25 set in the second heating evaporation kiln 22 where the solvent is heated by a heating coil 26 to generate again the vapor of the org. solvent. The generated vapor is cooled and liquefied by the heat-absorbing section 16 in a cooling and condensing vessel 30 to form the condensed org. solvent 7, which is received in the storage vessel 33. The condensed org. solvent is recycled. The heat radiation section 11 and the exothermic section 16 constitute the heat pump circuit 10 together with a compressing pump 17 and a capillary tube 14.
