To obtain a promoter for wastepaper disintegration, which is useful for producing a recycled pulp for paperboard and has excellent productivity.

The promoter for wastepaper disintegration used for producing a recycled pulp for paperboard contains urea (A) as an essential component and preferably a surfactant (B). The content of the surfactant (B) is preferably 0.01-100 wt.% based on the weight of the urea (A). The wastepaper is preferably at least one kind selected from the group consisting of corrugated board wastepaper, paper tube wastepaper and magazine wastepaper. A method for producing recycled pulp for paperboard includes a disintegration process of adding the promoter for wastepaper disintegration to wastepaper and disintegrating the wastepaper. The amount of the promoter added contains 0.1-10 wt.% urea (A) based on the weight of wastepaper.
