To solve such problems that since waste expanded polystyrene resins are land-filled or incinerated because they are distributed around a region and take high collection and transportation costs, thus part of them ending up to thermolysis and that most of waste cooking oil is not used.
The waste expanded polystyrene resins are dissolved in solvent, and the high boiling-point portion of the solution subjected to thermolysis is made burner fuel when performing thermolysis. The waste cooking oil is added to the low boiling-point portion for adjustment of the cetane number, and a diesel engine is driven and electric power is generated using the portion as diesel engine fuel. Moreover, some of burner exhaust gas at the thermolysis and diesel engine exhaust gas are used for drying kitchen raw refuse, and the exhaust gas of the raw refuse is furthermore used for secondary air of the burner to burn suspended matter and odor.
