SOLUTION: Waste water 1 is flowed into a first reaction tank 2a and mixed with activated sludge, aeration and non-aeration are alternately repeated to treat the waste water, the waste water is then transferred to a second reaction tank 2b, aeration and non-aeration are alternately repeated in the tank 2b to treat the waste water, the waste water is separated by a membrane separator 10 installed in the second reaction tank 2b into treated water 3 and activated sludge to obtain the treated water while cleaning the membrane face during the aeration, a part of the concd. activated sludge is removed as excess sludge and a part of the other is returned to the first reaction tank.
