To provide a waste disposal device and a waste disposal method capable of preventing insufficient heating and defective lowering of waste in a waste deposited layer and stably performing partial oxidation, gasification and melting of the waste.
This waste disposal device is provided with a heating furnace 4 for heating the compressed waste, and a high-temperature reaction furnace 5 having a gasification melting furnace 5b receiving the compressed waste 11 from the heating furnace 4 to form the waste deposited layer 12, and partially oxidizing, gasifying and melting the waste, and a gas reforming furnace 5a connected with an upper part of the gasification melting furnace 5b, and reforming a gas produced in the gasification melting furnace. Here, the gasification melting furnace 5b has an oxygen-containing gas upper supply opening 13a for supplying an oxygen-containing gas to an upper part of the waste deposited layer, and an oxygen-containing gas lower supply opening 15a for supplying the oxygen-containing gas to a lower part of the waste deposited layer.
