To provide a watching and monitoring system that can observe a care recipient everyday while taking privacy into consideration, and can save a video with a high evidence level at the time of anomaly occurrence.SOLUTION: A watching and monitoring system comprises: a distance image acquisition unit for acquiring a distance image; an imaging unit including an optical imaging system and a two-dimensional imaging element; a determination unit for determining a first state of a person based on the distance image acquired by the distance image acquisition unit; a recording unit for recording a video captured by the imaging unit according to the determination of the first state; and a display unit for displaying the distance image acquired by the distance image acquisition unit.SELECTED DRAWING: Figure 12
