To provide a watching system for suppressing useless rushing.SOLUTION: A watching system 1 includes: a silhouette sensor 20 for photographing a tenant A of a facility and detecting a tumultus sign action (e.g. rising, protruding, and bed-leaving) which indicates a sign of tumultus of the tenant A; a control device 50 for storing care records of the tenant A; and a portable terminal 40 capable of displaying the image of the tenant A photographed by the silhouette sensor 20 and the care records of the tenant A when the tumultus sign action of the tenant A is detected by the silhouette sensor 20.SELECTED DRAWING: Figure 2
