A monomer mixture A having an acid value of 30-150 and a hydroxy value of 10-100 is subjected to solution polymerization in an organic solvent to synthesize a copolymer solution. The copolymer solution is converted into an aqueous solution and then the organic solvent is removed under reduced pressure to give an aqueous resin solution for emulsion polymerization. A monomer mixture B having an acid value of at most 20 and a hydroxy value of at most 100 is subjected to emulsion polymerization using the resin in an aqueous solution for emulsion polymerization as a protective colloid thereby synthesizing a core resin in the protective colloid to give a water-based resin dispersion. The water-based coating composition comprises the water-based resin dispersion and a glittering material.
