PROBLEM TO BE SOLVED: To obtain a water-based decontaminating treating agent excellent in coating property and facilitating removal of various pollutants attached to a base for wall paper, or the like, by applying the treating agent to the base for wall paper, or the like.
SOLUTION: The water-based treating agent comprises a combination of a coating agent A for forming a film by applying the agent A to the surface of the base with a coating agent B for applying the agent B onto the film. The coating agent A is obtained by dissolving and dispersing (8) a polyvinyl alcohol, (2) a hydrophobic polymer having a film-forming ability and (3) a silicone-modified acrylic polymer into an aqueous medium. The coating agent B is obtained by dispersing (a) an acrylic ester polymer, (b) an inorganic filler, (c) wax and (d) a silicone oil into an aqueous medium.
