To provide a water-based coating composition in which use of coating becomes a difficult condition in the coating in which a surface hydrophilic performance is lowered while keeping a hydrophilic property of coated film surface required for developing stain resistance as long as a pot life.
The water-based coating composition is composed of (A) a synthetic resin emulsion having a main chain substantially composed of a vinyl-based polymer and having a silicon group bonded to a hydrolyzable group and at least one specific tertiary amine unit in the molecule, (B) an organosilicate compound and (C) an organometallic compound. The water-based coating composition controls a pot life of the coating and formed coated film develops a hydrophilic property and stain resistance.
