The inside case 20 is filled with hollow fiber membranes 4 and water to be cleaned such as tap water comes into contact with the nonwoven fabric 3 subjected to antibacterial treatment in a stage passing through the hollow fiber membranes 4 to sterilize microorganisms such as bacteria or the like. Therefore, the hollow fiber membranes 4 can be prevented from the clogging and deterioration caused by microorganisms or impurities and safe drinking clean water is formed.
