To carry out more certainly water cut-off treatment of a vehicle-mounted electric wire by enabling to supply a water cut-off agent with fluidity to the electric wire terminal more stably.

In carrying out water cut-off treatment of a grounding electric wire 10, a water cut-off agent with fluidity is dropped and stored on the grounding connection terminal 20 connected to its one of the terminals, thereby, the cut-off agent is supplied to one of the terminal. During supply or after supply of the cut-off agent, air inside a covering material is sucked from the other terminal of the grounding electric wire 10, and its inside is decompressed, thus the cut-off agent is penetrated inside the covering material 14. Then, supply of the cut-off agent is carried out by placing an overflow prevention wall 52a for preventing overflow of the cut-off agent stored on the grounding connecting terminal 20 on both sides of the grounding connection terminal 20 adhered to it.
