PROBLEM TO BE SOLVED: To provide a water-disintegrable sheet which is improved in a breaking resistance when strongly rubbing with the sheet while securing a water-disintegrating property.SOLUTION: In a toilet cleaner 100, a base paper sheet of plural plies which contains pulp and carboxymethyl cellulose and is substantially water-dispersible is impregnated with an aqueous chemical; a basis weight of the plural plies is 30 to 150 gsm; a cross-linking agent subjecting the carboxymethyl cellulose to cross-linking reaction is contained in the aqueous chemical, and the carboxymethyl cellulose is contained in the whole base paper sheet; a basis weight of the plural plies is 30 to 150 gsm; an abrasion resistance test is carried out each three times in an MD direction and a CD direction by means of a JSPS (Japan Society for the Promotion of Science) type fastness to rubbing tester using a PP band as a pendulum to calculate the average values of the respective measured values of the three times, and the respective average values are intended to be calculated 40 times or more.SELECTED DRAWING: Figure 1
