The water dispersant for hydrophobizing agent comprises a reaction product of an epihalohydrin with a mixed water dispersion of a polyamide compound (A) obtained by a reaction of a 8-22C aliphatic carboxylic acid (a) with an alkylenepolyamine (b), and a paraffin wax (B), and the method for producing the water dispersion of the hydrophobizing agent comprises a reaction of the epihalohydrin with the dispersion obtained by adding and mixing the (B) to the water dispersion of the (A).
